Argentina's mining industry eyeing US$20bn in investment


 

Argentina's mining industry expects US$20bn in new investment over the next five years thanks to a series of measures being implemented by the government of President Mauricio Macri to attract private sector investment in the country.
"The mining sector will invest US$20bn in the regional economies through 2021, thanks to improvements in our competitiveness due to tax changes and the expectations that we're creating the necessary certainties that the mining sector needs," Marcelo Alvarez, president of Argentina's mining chamber (Caem), was quoted as saying by state news agency Télam.
Macri took office in December and, since then, has taken steps to foster private sector investment. Within weeks the government abolished export duties and trade controls, eliminated the fixed exchange and capital controls and most recently settled the 2003 default with bondholders and returned to global debt markets.
Most of the investment is expected to be made between 2018 and 2020. Some of the projects that are due to come online include Glendora's El PachónFirst Quantum's Taca-TacaYamana Gold's Agua Rica and McEwen Mining's Los Azules, Caem said.
During the five-year period, the industry expects exports to reach US$25bn, and generate 40,000 new jobs, on top of the existing 90,000 jobs in the mining industry."

Copper miners pin hopes on electric cars as China falters

The world’s copper miners and traders are pinning their hopes on increased demand for the metal from the makers of electric cars, after Tesla Motors revealed more than $10bn of pre-orders for its mass-market vehicle, the Model 3.
Robert Friedland, billionaire founder of Ivanhoe Mines, showed a picture of a Tesla vehicle at the annual copper conference in Santiago this week, saying it will consume 65 kg of copper per car. Friedland’s HPX exploration company is working “very closely” with Tesla, he said.
“Copper is the king of metals,” he said. “Just based on world ecological and environmental problems every single solution drives you to copper — solar power, wind power, electric cars, you name it.” 
While demand for copper could increase because of its uses in electric cars and in renewable energy, other analysts say this is unlikely to make up for weakness in demand from China’s construction and infrastructure industries, which are slowing
Copper traded on the London Metal Exchange has dropped more 20 per cent in the past year on concerns about Chinese demand and is currently trading at just $4,700 a tonne. In 2010 it cost more than $10,000 a tonne.
In the short term, miners and traders gathered in Chile said the copper price is likely to fall further without a recovery in demand in China and amid growing global supply from large mines brought on stream during the boom years.
Batteries in electric vehicles are likely to use 927,000 tonnes of copper a year by 2030, according to forecasts by Bloomberg New Energy Finance. That amounts to around 5 per cent of total production in 2014.
Still, miners in Santiago remained hopeful. Each electric vehicle requires four-times as much copper as its gasoline counterpart, before including the copper used in recharging infrastructure and electricity generation, according to John MacKenzie, executive chairman of Mantos Copper, which bought two copper mines in Chile last year as part of a consortium.
“Copper remains the best electrical conductor available and this will be more and more important in a world where energy efficiency is a priority,” he said in Santiago. “Sales of electric vehicles, together with other drivers such as renewable energy, will provide added impetus to future copper demand.”
But in the meantime global copper supply has grown by 3 per cent this year and, if there is no pick-up in demand in China, copper prices need to fall to below $2 a pound ($4,400 a tonne) before production cuts occur, Mr MacKenzie said.
The increasing popularity of electric cars is also boosting hopes for other commodities, such as aluminium. Increasingly stringent fuel economy standards will force carmakers to “accelerate a shift to new materials that will reshuffle the supply chain”, analysts at Goldman Sachs said in an April 7 research note. Aluminium is one-third the weight of steel.
“Through 2025, we expect demand for new lightweighting technology to underpin the shift to aluminium and ultra-high tensile steel,” analysts at the bank added. It forecasts a 17.5 per cent growth in use in aluminium alloys in cars through 2025."

China wants to buy more copper mines to secure its supply


China will continue to acquire overseas copper mining assets to secure supply despite the uncertain outlook for commodity prices and scarcity of large projects, the vice-president of the country’s largest metal trader has said.
“China is very short of copper resources,” Jerry Jiao, vice-president of China Minmetals, told the World Copper Conference in Santiago. “The only way to make stable supply of copper resources … going overseas is the only solution.” 
The world’s largest mining companies are looking to shed assets as they seek to cut their debt loads and move away from a large diversified business model focused on multiple commodities. Swiss mining company Glencore is looking to sell its Lomas Bayas copper mine in Chile, while reports have also suggested that US copper miner Freeport-McMoRan may be willing to sell a stake in its El Abra mine in the South American country.
Minmetals is the owner of the big Las Bambas mine in Peru, which started shipping copper this year. It agreed to sell copper concentrate from the mine to a local unit of China’s state-owned Citic group, it said in January.
“We all know there are not many Las Bambas out there, it’s not easy to develop a huge mine,” Mr Jaio said. “It is more and more difficult to get one tonne of copper produced.”
Last December China’s state-owned Assets Supervision and Administration Commission said that Minmetals, which was founded in 1950, would merge with Metallurgical Corp of China, an infrastructure and construction group. That will allow the combined entity to control the whole metals value chain from mining to construction.
Last year Minmetals copper production rose to a record high of 217,000 tonnes, according to the official Xinhua News Agency. 
But Minmetals could face severe competition for copper assets from miners such as BHP Billiton and Rio Tinto, who both have positive views on copper. There are also billions of assets in private equity that could bid for any projects.
Even miners with stretched balance sheets are not selling their best copper assets as the metal is expected to be in short supply by the end of the decade.
China has built out its smelting capacity over the past ten years as it has grown to consume about 40 per cent of the world’s copper. But it is still reliant on overseas mines for the raw copper material. 
China’s copper consumption is akin to a “reverse pyramid,” Mr Jiao said. It consumes about 11m tonnes, and produces about 7m tonnes of copper cathode. But it can only supply 1.7m tonnes from its domestic mining.
“It’s easy for China to build a smelter but not to find resources,” he said. “Going forward [the] concentrate or mining sector will still occupy a large percentage of value along the whole value chain.” 
Mr Jiao said that emerging industries in China, such as automotive and renewable energy, are increasing their intensity of copper use. But the price outlook for the metal depends on whether China can successfully transition its economy towards these new industries and away from the old industrial sectors. 
“If we believe China has made a stable adjustment then we will feel at ease that copper will face a stable and balanced situation,” he said. 
However, Goldman Sachs, which has been one of the most bearish banks on copper and other commodities, warned that if China’s transition to a more consumer-led economy is successful, then copper demand growth is likely to be between flat to about 3 per cent.
“At best, if China manages its bumpy deceleration, which includes a big reduction in investment share of GDP over the next three to five years, the copper market will turn,” Goldman analyst Max Layton told the conference.
“If they perfectly manage this transaction then copper markets should turn. All the other scenarios that I come up with are worse than that for copper.”

"China continues its buying spree of copper assets all over the Globe: last month the huge Las Bambas copper project in Peru was bought by Minmetals Group for $5.85 B and now Guandong is bidding for PanAust. Reuters reports on the deal and you can notice how the activity in M&A by Chinese companies is picking up during the "soft market". It is the very important indication of the major bottom in the mining cycle: it is cheaper "to dig" for Copper and Gold on the Stock Exchanges now, when valuations of assets in the ground of listed companies are discounted by the depressed mining markets.  Read more."

The Standard & Poor’s 500 Index (SPX) of shares traded little changed today, after reaching a record high yesterday. U.S. orders for durable goods in April unexpectedly gained for a third straight month, while Chinese industrial profits rose. The nations are the world’s top copper consumers.
“Traders are optimistic about growth prospects,” Naeem Aslam, chief market analyst at Ava Capital Markets Ltd. in Dublin, said by e-mail. “The recent rise in copper prices is clearly a spillover effect of the equity markets. Bloomberg.”
