First Majestic Silver CEO Dings CFTC On Silver Market Manipulation

(Kitco News) - Senior silver producer First Majestic Silver Corp.’s (TSX:FR)(NYSE:AG) Keith Neumeyer, president and chief executive officer, openly questioned the U.S. futures and options watchdog regarding silver market manipulation earlier this week.
In a letter to the Commodity Futures Trading Commission’s (CFTC) chairman Timothy Massad, Monday, Neumeyer raised his concerns with the regulator’s Commitment of Traders Report (COT), dated May 19, 2015.
He noted “a record position change of more than 28,200 net contracts of COMEX silver futures being purchased by traders in the managed money category, the equivalent of 141 million ounces of silver and 61 days of world mine production.
“The COT report also indicates nearly 24,400 net contracts were sold by traders classified as commercials and the equivalent of 122 million ounces and 53 days of world mine production,” he said. “In addition, the report indicated that 8 traders in COMEX silver futures held a net short position of 376 million equivalent ounces of silver, by far the most of any commodity in terms of world production (163 days).”
Neumeyer said in the letter that he’s confused why a concentrated short position would be so large. 
He added that the murkiness of who’s trading the contracts and what they are labeled as further muddies the process.
“Since the Commission classifies traders in the managed money category as speculators (as opposed to hedgers) and because there is little evidence from public financial reports that silver producers are represented in the commercial category, it appears the big changes in positions on the COMEX are by speculators and commercials acting as speculators and not by those engaged in bona fide hedging.”
Neumeyer went on to conclude that the CFTC was not working within the confines of commodity law and said that there is an issue with the discovery price process as “real producers and consumers of silver don’t appear to be represented.”
He ended the letter stating that based on what he outlined, silver market manipulation by the CFTC is apparent.
“As one of the largest primary silver producers in the world, we feel that an effective and fair pricing mechanism is critical for the healthiness of our industry and for the millions of people impacted by what appears from the outside, to be manipulative practices by a concentration of players.”

Musk's battery plan spurs producers to weigh new plants


Elon Musk's plan to put batteries into millions of homes and cars is pushing two of the leading lithium producers to consider new factories to meet an expected surge in demand.
Albemarle Corp. is considering a new plant to make lithium hydroxide, the form of the metal used in electric vehicle batteries, Chief Executive Officer Luke Kissam said. FMC Corp. will decide within a year whether to build a new hydroxide plant, said CEO Pierre Brondeau. Both expect their projects will be built in Asia or the U.S.
Musk, the founder and chief executive officer of Tesla Motors Inc., expects to open next year a so-called gigafactory outside Reno, Nevada, to make batteries that power cars and store renewable energy for homes and businesses. Musk has called demand for stationary batteries "staggering" as states led by California seek ways to integrate solar and wind power into the electric grid.
"I expect over time we should get 50 percent of the growth in lithium derivatives," Kissam said in an interview at the American Chemistry Council's annual meeting in Colorado Springs, Colorado.
FMC, which controls half the world's lithium hydroxide output, and Albemarle, the biggest lithium products producer, are vying for market share in the expanding sector. Philadelphia-based FMC will decide by mid-2016 whether to add capacity in the U.S. or Asia to meet demand from companies such as Tesla, Brondeau said.
Albemarle, based in Baton Rouge, Louisiana, is designing a plant to convert spodumene directly into lithium hydroxide. The idea is to skip a step in order to make the company the lowest- cost producer, Kissam said. Spodumene is typically made into lithium chloride and then converted to hydroxide.
Musk reassured investors last month that Tesla will meet its projected 55,000 car deliveries this year and that its Model X sport utility vehicle will start reaching customers in the third quarter. In addition, Tesla has 38,000 orders from around the world for Powerwall, its home energy product, and 2,500 for the industrial-sized Powerpack. Tesla announced several partnerships with companies like Edison International's Southern California Edison and Amazon.com Inc.
Should Tesla help boost demand for lithium hydroxide, FMC will need to expand production capacity by 2017, Brondeau said.
Albemarle also plans to begin production later this year at a new plant in Chile that can make 20,000 tons a year of battery-grade lithium chloride from brine, although production won't fully ramp up until early 2017, Kissam said. The chloride product can be processed into hydroxide, or used in stationary batteries.
Albemarle and Sociedad Quimica & Minera de Chile SA, or SQM, are the lowest cost producers of lithium carbonate, he said.
Lithium is Albemarle's most profitable business, with earnings before interest, taxes, depreciation and amortization approaching 40 percent of sales, Kissam said. Albemarle acquired the business with its $6.2 billion purchase of Rockwood Holdings Inc. in a deal that closed in January. TheDetroitNews."

Volkswagen And SAIC Team Up On Plug-in Hybrids And Electric Vehicles.

"Volkswagen and SAIC have signed a new agreement which will pave the way for a number of new plug-in hybrid and electric vehicles to be built in China.
Under the terms of the deal, the two companies will expand their Shanghai Volkswagen joint venture plant in Anting, China to "meet the new challenges associated with the local production of electric vehicle models."
The companies declined to go into specifics but Volkswagen Board Member Prof. Dr. Jochem Heizmann said "Over the next four years, we plan to localize more than 15 different electric vehicle models in China, including plug-in hybrids and fully electric vehicles."  One of these will be an electric vehicle based on the Volkswagen Lavida and it will arrive in approximately four years.
Besides focusing on plug-in hybrid and electric vehicles, the agreement calls for a new C-segment Volkswagen model to be built at the plant in 2016.

Lithium-ion batteries are the default choice for most personal electronics and most electric cars today because they have a higher energy density than other technologies. The lithium-ion battery revolution began in earnest in the early 1990s after Sony and several other companies released the first commercial version of the new battery technology. Now that lithium-ion batteries are the predominant choice for many applications, particularly electric vehicles, questions about the global supply of lithium are timely. In short, can lithium-ion batteries scale up with increased demand?
With over a million electric vehicles (EVs) expected to be on the road globally by the end of 2015 and an increasing number of jurisdictions around the world focusing seriously on the growth of EV sales, we can expect strong growth in lithium-ion battery demand. Costs have come down steadily since the early 1990s. A recent peer-reviewed analysis found that lithium-ion battery prices have come down about 14 percent per year since 2007 and the long-term trend is also quite clear, in a standard learning curve effect, of 6 percent to 9 percent reduction in price for every doubling of production volume.
With Tesla continuing to grab headlines, let’s take a look at the lithium-ion battery growth trends through the lens of Tesla’s expected growth and see whether we can extrapolate from that to the global picture.
Tesla is expecting to produce 500,000 cars per year by 2020. With an assumed average capacity of 65 kilowatt-hours per vehicle (taking into account both the smaller battery of the expected Model S and the larger batteries like those in the P85 and P85D), 500,000 65-kilowatt-hour batteries per year would require, at about 10 kilograms of lithium per battery, 5 million kilograms (5,000 metric tons) of refined lithium per year.
Tesla is also planning to produce batteries like the Powerwall, recently announced, and much larger grid support batteries, as well as sales to third parties. Tesla’s expected lithium demand per year by 2020, at full production, is about 8,000 metric tons.
In an act of wild speculation, let’s suggest that the world will see 100 Tesla-size battery production factories by 2040 (or hopefully much sooner). This is enough to produce about 100 million EVs per year, plus a ton of stationary storage (global sales of cars are about 80 million per year, so 100 million a year seems about right when we’re including many years of sales in the future, with a larger global population). If this is the case, and the basic battery requirements don’t change too much, the world would need about 800,000 metric tons of lithium by 2040. And that’s just for battery production and doesn’t include the many other uses of lithium… GreenTechMedia"

International Lithium Corp. Updates on Drilling Programs in Argentina and Ireland

    Vancouver, B.C. June 1, 2015: International Lithium Corp. (the "Company" or "ILC") (TSX VENTURE: ILC.V) is pleased to provide an update on the exploration and drilling programs at the Mariana Project in Argentina and the Avalonia Project in Ireland.





    Mariana Project - Salta, Argentina

    A 171 metre drill hole ("MA15-09PW") was completed near the centre of the salar. Core samples recovered give a more detailed stratigraphic section than was possible through previous reverse circulation drilling. Core logging of the two aquifers in the upper levels of the salar confirms that the upper aquifer consists of granular and massive halite, interbedded with silt and fine tuffs from surface to a depth of 30 metres and that the second aquifer, consists of medium to coarse grained gravels in a sandy matrix from 53 to 119 metres depth. MA15-09PW ended in approximately 52 metres of massive halite approximately 50 metres deeper than previous drilling. A borehole geophysical survey is interpreted to confirm this stratigraphy based on the resistivity profile.

    Drill hole MA15-09PW is nearing completion in preparation for pump tests. These tests will provide hydrological characteristics of the two brine aquifers under pumping conditions and their response after pumping. These are important characteristics that are used to determine the potential rate at which brine could be drawn from the upper aquifers. This will be the first pump test conducted at the project.

    The results to date confirm that Salar de Llullaillaco is a halite dominant, mature salar that bears a significant stratigraphic resemblance to prominent salars in the region including Atacama, Rincon and Uyuni. The Mariana project is a partnership of Ganfeng Lithium Co. Ltd., ("GFL") and ILC with 100% ownership of Salar de Llullaillaco in Salta province.

We look forward to completing the pump test which will give us a sense of the potential productivity of wells in these aquifers and we are confident that our plan to acquire these key preliminary hydrological results prior to a mineral resource estimation is both an expeditious and cost effective approach toward an initial production assessment."





    Avalonia Project - Ireland

    Exploration in Ireland resumed early this year as a continuation of the extensive mapping, prospecting and regional geochemical survey begun in August 2014. During April and May 2015 core drilling was used to test two areas near the centre of the 30 kilometre long lithium-pegmatite belt where prospecting and soil geochemistry had indicated potential for previously untested targets. Drilling consisted of two lines of short holes forming fences to identify bedrock sources of geochemical anomalies and spodumene bearing boulder trains. Both fences have intersected multiple phases of pegmatite intrusion in the targeted areas. The Company is awaiting laboratory results to confirm which phases are mineralized. A total of approximately 680 metres of NQ size core was drilled in 15 holes. Drilling services were provided by Priority Drilling, an established Irish drilling company.

    Only two targets were tested by preliminary drilling leaving numerous new and historical targets either drill ready or only requiring target detailing by geochemical sampling or trenching prior to drilling. Drilling used oriented core technology, which provided information on the structural orientation of the pegmatites as preparation for future drill targeting.

    Gary Schellenberg, CEO and Executive Chairman, notes that "Success in the initial drilling program by intersecting pegmatites under cover confirms the exploration strategy and methods we are applying in the Avalonia project. This gives us confidence as we move ahead with plans to test both new and historical targets we are developing along the lithium belt."

    Based on the results to date, the Company has presented a proposed budget to strategic partner GFL to accelerate exploration and drilling over the May 2015 to May 2016 period.

    Vancouver, B.C. May 29, 2015, TNR Gold Corp.
